Lay Appointment Advisors 

Since JABS was established in 2002 its Board Members, both judicial/legal and lay, have undertaken the front line roles of assessing applicants’ suitability for judicial appointment at sift and of meeting applicants in person at interview.

Their assessments have enabled the Board to take decisions on its recommendations to the First Minister for appointment. With a growth in the scale of appointment rounds and widening of the Board’s range of responsibilities with the introfiveuction of the Tribunals Scotland Act 2014, statutory provision was made for the Board to appoint Assistants to play a part in its assessment panels.

The Board have appointed four Lay Appointment Advisors.

The Lay Appointment Advisors receive a fee of £296 per day and are eligible to claim for expenses incurred on Board business.

Marieke’s career in Scotland spans over 25 years in the public and voluntary sector in a wide range of roles. She was Director of Consumer Focus Scotland, and a member of the senior management team that established the Office of the Scottish Charity Regulator. She has held positions in the Scottish Government, where amongst other things she worked on Access to Justice issues, and prior to that was Depute Director at Shelter Scotland. She started her career in Scotland at Citizens Advice Scotland.

Marieke brings expertise in corporate governance, regulation, legal services and in the management of organisational change, and has experience of representing the consumer interest in a range of fields. She graduated in Law from Utrecht University in The Netherlands.

Marieke is currently a non-executive member of the Board of Scottish Fire and Rescue Service, the Scottish Legal Aid Board and Food Standards Scotland, and away from work is a keen climber, hillwalker and sea-kayaker.

Marieke was appointed as a Lay Appointment Advisor in April 2020 for a 3 year period. She was then reappointed for a further 3 years. 

Peter has over 25 years’ experience in the field of recruitment, assessment and development. He held senior HR leadership roles in organisations in Financial Services and in Media including Global Head of Leadership Development, Performance Management and Talent Management at The Royal Bank of Scotland; Head of HR at National Australia Bank ; Head of HR Clydesdale and Yorkshire Banks; and Group HR Director at Scottish Media Group (SMG). He was previously Principal Consultant in HR & Organisation Change at PA Consultants. 

 

He is a graduate of the University of Glasgow and received his postgraduate diploma in HR Management from the University of Aston, Birmingham.

 

Peter has recently undertaken a number of voluntary roles including Lay Member of the Scottish Medicines Consortium (SMC), the body which approves all new medicines for the NHS in Scotland; member of Healthcare Improvement Scotland’s Ultra-Orphan Medicines Validation Panel; Independent Prison Monitor for the Scottish Prison Inspectorate; and Mentor to ‘looked after’ children in secondary schools in Glasgow.

Peter was appointed as a Lay Appointment Advisor in April 2020 for a 3 year period. He was then reappointed for a further 3 years. 

Geoff has over 30 years’ experience working in IT in financial services.  Prior to retirement in 2017, he was Head of IT at Martin Currie for 3 years and before that Head of IT for over 10 years at Kames Capital (part of Aegon Asset Management), including European Head of IT for 18 months.  He is a former non-Executive director with the Scottish Railway Preservation Society.

Geoff graduated from St Andrews University in Applied Maths and Astronomy and was subsequently   awarded a PhD in Maths from Manchester University.  His early working life was with a variety of manufacturing companies, whose output ranged from cardboard boxes and bank machines to whisky.  He began his career in IT in 1984 and held a variety of roles in analysis, project management and senior management in several financial services companies, before joining Kames Capital.

Geoff and his wife live in Dunblane with a fox terrier.

Geoff was appointed as a Lay Appointment Advisor in April 2020 for a 3 year period. He was then reappointed for a further 3 years. 

 

 

Deirdre Fulton has a commercial background.  She is managing partner in a global aviation consultancy business that she co-founded in 2015.  It provides meaningful insight, strategy and advisory services to clients in the aviation industry.  Typical assignments include long term forecasting, due diligence, market assessment and air service development. 

Prior to setting up her own company in 2008, Deirdre worked at a senior level in the Scottish aviation industry and gained extensive experience of corporate strategy and operations as well as people and resource management. Deirdre is a graduate of Strathclyde University and has a Masters Degree in Business Administration. She is an active member of her local community, having chaired the Parent Council of the local primary school for a number of years, and she spent 10 years volunteering with her local Samaritans branch. She also joined the Scottish International Education Trust as a trustee in 2018 and she became a Lay member on the Institute and Faculty of Actuaries Regulatory Committee in January 2023

Deirdre was a lay member for JABS for a period of 8 years,  gaining extensive experience in the field of Judicial Appointments.  On occasion she has acted as an independent panel member for appointments to Scottish public bodies. 

Deirdre was appointed as a Lay Appointment Advisor on 1 October 2023 for a period of 2 years to 30 September 2025.
